Who is the lead character?

Is the lead character the police officer being stalked by an unseen antagonist; (The Vengeful mother) who is always one step ahead? (The big reveal being that the lead is actually a bad cop)

Or are we watching from the point of view of the vengeful mother, who blames the cop for her son's wrongful death and is out for revenge? (Perhaps the twist at the end is, the police officer is actually innocent)

Certainly topical.
