Even in buddy films, there is a character who faces GREATER conflict than the other. This is usually your protagonist, at least for the purposes of the logline, because they are more compelling.
I don't understand why she's FORCED to join her father? She gets kicked out, she needs somewhere to stay ... OK, fine. Why does she join her father on the bike ride? Also, what is the goal of this character? Her fathers goal sound like it's to follow the politician (but even his objective is unclear). What is the girl's goal? If she's just getting dragged along, she's going to be very passive, and audiences can't stand passive characters.
Dear Louise: I would call it a "buddy" film where both are the protagonists where the immediate goal is survival and the underlying theme is finding redemption and each other.
