I think clinging to the phrase 'become permanent residents' is doing you no favours, though. It sounds more like they're concocting a legal deal than performing a con trick.
Something more along the lines of lines of "a clever scheme to live secretly in a hotel, without paying, and without getting caught by the staff" is a bit longer, but conveys what's actually going to happen in the movie much more clearly.
This is pretty good. You might want to add, 'secretly' become permanent residents, but overall this is a solid effort.
