Opinion: Can “permanent” be removed? Meaning, can this villainous family have the antidote to turn him back into a dad/agent?

I think you could tighten it up on the back-end. Flesh out the villainous family. Maybe they are crime lords / drug dealers who use animal rights activism (or the world's largest online pet store) as a front. Tie the villains to some seemingly legitimate use of animals.

Maybe their "villainous" streak is that they own a fishing fleet that uses driftnet fishing and actually kills mass numbers of penguins in their fishing boats' nets.
