It's not perfect but how about something along the lines of:

Post World War III, an imprisoned defective soldier is forced to lead a team to the Earths surface to determine if it is safe for those who remain below ground to resurface before their limited air supplies run out.

This way you have a flawed character - he deserted the army and now must repent
You have a ticking clock - air below ground is running out
No doubt there will be conflict on the surface.
