Military personnel wouldn't have the specific skills and resources necessary to take action within a civilian environment, or at least not as well as the Secret Service or CIA.

So... the mission to take out Osama bin Laden gets a team of seasoned Navy Seals,? the cr?me de la cr?me de la? cr?me of? fighting forces.? But the mission to protect the President only rates a crew of unseasoned "rising soldiers" led by? a man? whose career has been tarnished by a failed mission.
