China uses sunlight to stay in totalitarian power, but when a naive scientist discovers how to usurp their control, she's targeted by every national power there is.

You would say something like that. I wish the solution was that simple.

With a huge sci fi edge. It's a Golden fleece type movie. Huge journey all over the world blah blah blah. It'll be fun to write though.

If all the scientist does is cause a solar eclipse, that would be hilarious and I'll be first in line to see this if it gets made.

There's just a B-Movie simplicity to that I can't resist.
