A story only exists if it has a plot. A plot is a sequence of events and actions, taken a by character, that are bound by a unity of action in the pursuit of a goal.

Point is a producer will want to know what the story is going to be, and for that you will need a plot and subsequently a character. Otherwise, you're describing a situation not a story.

So who is the main character? What do they want and why? How do they achieve it? How will the equation fit in?
