While I love the idea of an "everyman superhero" with a phobia for his own power, I have to agree with holhuds - we kind of need a more specific villain. Otherwise, I quite like this one.

I think you start off with an interesting idea - a janitor with aquaphobia - but maybe you could push that a little further. Like what if he's a pool maintenance man who suddenly becomes aquaphobic? But then it gets too general: 'A malevolent man who wants to see the world burn' is too vague and could possibly be any psychopath. Can you narrow the idea down and give us more of a sense of the what the main action of the story is going to be? Good start, keep going with it!
