Protagonist: "A young woman with magical powers". How about a magically gifted [woman]? (A magically gifted [adjective/occupation]?)
Goal: To get documentary filmmakers to investigate supernatural events in a Japanese city??? This isn't really a compelling goal because there is nothing really relatable about it. Is this a Japanese found footage flick? I don't really understand what is going on here.
Antagonist: There is no antagonist, but the supernatural events could suggest an antagonistic man versus nature theme if this story is going for a supernatural/godlike take on nature.

Questions to consider:
Who is this magically gifted woman?
Why does she feel the need to get documentary filmmakers to investigate supernatural events in Kamakura?
What has climate change go to do with supernatural events occurring in a Japanese city?
How does climate change destroy the balance between the real world and the fantastic world?
What is this fantastic world and exactly what are these supernatural events?
The best place to start with this logline would be the Conflict.
What is standing in the lead characters' way? (Then add it to the logline)
Other than that I like the concept
An interesting concept but I suggest it needs fleshing out.?? For one thing, using global warming as an inciting incident seems to be a throw away unless the supernatural events pose some kind of climate related or climate caused threat.? Which the logline does not indicate.
So what is the dramatic significance of the events?? What dramatic problem do they create? What threat do they pose?? There's not much drama if she's only investigating out of curiosity. Why must she not just investigate? but also do something about the events?? What is her ultimate objective goal?? What's at stake?
And why must she enlist the two film makers to document whatever is going on.? She has magical powers -- isn't that enough to deal with the problem?
interesting concept, that I personally like. However, is this woman a superhero? or magician just a little more descriptive about her will help, but what are the stakes if this like what happens if all seem to go wrong? Just something to think about, but your logline is almost there.
