Write down where the teen is in life (bad past or bad present). Now write as far as believably possible away from that. This is the journey. Describe that and what is preventing it.
A teen from a ghetto wants to be the first person he knows to attend college but a racist principal and a broken education system stand in his way.

I think you might need a lot more detail in there. What kind of teen? what kind of bad past? What kind of 'new life'? How is he being held back? Where is it set? When is it set? Is there some 'irony' in his plight which you can define in there?
I can't tell from this whether its a comedy, or a drama. At the moment, due to the logline's generic nature, this could literally refer to Harry Potter (his bad past with Voldamort keeps interfering with his new peaceful life as a wizard).
