I'm agreeing with Heather. I'm not sure producers are imaginative enough to understand what you mean by "control water." Maybe you should say something specific about what he can do with water. Also, your title "Horn of the Leviathan" doesn't seem to give us any hints as to what the script is about, which you might want to consider.

Good point. To me his fear is more of having his head below water, everyday use is okay. I'll work on some more.
I'll play with it some more, his occupation doesn't work well with the logline

It's not bad. I can see the conflict and the fear. I guess the first thing to pop into my head was why a janitor? aquaphobic is that a fear of all water? I am assuming janitors use water to clean?
