The phrase "...the idiots who run the most hellish department..." strikes a chord. It's reminiscent of "The idiots are running the asylum." Maybe that's good background music for this. Or, maybe not.

The phrase "is the one that they" is wordy. Recast the last half, such as: ...must keep them learning that they crash landed on the very planet they set out to destroy.
